I think that the people who made the oil tube in the water are at fault for the oil spill. They should have tested it somewhere else with it being more safe. The reason it broke is because the cement couldn't hold the oil going up any more and having the water pressure on the tube didn't help either. Also if the blowout preventer didn't fail then that might have helped for less oil spilling out and making it even worse. The seawater riser failed too because it couldn't hold the pressure for holding back the gas. Lastly they should have thought about it longer and thought what if this would happen and think about how bad it would have been. The people who made this should have to make a whole new tube that works very well and they check it to make sure. Also they should have to go to jail for a while to teach them for what they did was wrong and they should have made absolute sure everything would work.
